Feature suggestion: Limiting the frequency of posts in a particular thread

It seems like a lot of threads regress into two or three users arguing. Please consider something like a user restriction that requires 10 posts between each of a particular user's replies in any particular topic? Admins could appoint this restriction to serial hijackers.
