Does this board have a private message feature?

Yes.
Go to settings
The. Scroll down to user features
Upgrade to premium membership
Then go jack hoff

Yes, I had read that before. Yet a few days ago I noticed another member saying he'd sent someone else here on TD a PM, so I asked the question in the OP to get some clarification. Apparently you didn't realize the disparity between the FAQ and reality. And unless I'm missing something on that Guidelines/FAQ page (and please correct me if I'm wrong), I didn't see anything about a 'Premium' membership. Today is the first time I'd heard of that option.

You're really going to believe some random poster over the websites FAQ page? Admins can send private messages, that's it. No one else can. This part:

And if you would have continued to read the FAQ all the way through, you would've found this nugget of wisdom as well:
