Does the Food and Drink Board abide by the thread title rules?

Lately I've noticed some pretty horrible thread titles on the food and drink board. I know threads on the OT get anchored or whacked for bad thread titles but I haven't seen the same consistency applied to other boards.

After a brief glance at the current threads, the two above seem to be out of line with the current thread title guidelines but don't seem to be anchored. Are the guidelines relaxed or are the rules not being applied consistently?

the thread title rule is odd to me, as is the rule about only being able to quote a set amount of text when linking an article.
The thread titles are much better when you pose a question or make a statement, but it's not always needed.
I tend to think I make great thread titles so this doesn't apply to me.
