Can I get help with a proper sig resize?

Want this as my sig image but I can never get it the right size and all my sigs get whacked in two weeks
I always forget if this is a fark board area or help board area but it would be appreciated

ETA: This one is 16 Kbytes.
Avi's and sigs have to be under 30 kbytes.
