Tempo Runs and Heart Rate Monitor

Starting a new program for intermediate 10K (Hal Higdon). Anyway, it calls for tempo runs. He defines these as a slow warm up to then a 30 min or so run at near max heart rate.
It would appear that I need an accurate, wearable HRM. It seems my Runkeeper app will pair with a Bluetooth enabled HRM. What’s my best option here? I’d like to keep it under $200.

My garmin vivoactive 3 is good. Can buy for $150.

Buy a Garmin HRM on eBay for $35 and a used Garmin 920 for like $150.
Btw, that’s an “interesting” definition of a tempo run. 1. If your max HR is say 180 I would run for nearly that long at a HR higher than 157-159.
2. Generally a tempo run consists on a warm up, then multiple (2,3, or 4) intervals of 8,10, or 12 minutes, followed by a recovery pace for half the time of that interval(4,5,6), then repeat said number of intervals, then a 5-10 minute cool down.

wahoo tickr is my favorite. 50 dollars on amazon. i wear it on the bike and while running. i've looked into the optical hrm's that come on some watches, but i have read that those are unreliable.

Got a garmin forerunner for around $100 and it’s exactly what I wanted. Accurate, simple, and does everything I need plus some. It’s pretty much specifically a runner’s watch, although it is supposedly waterproof.
