He specifically told me that he couldn't dispense it to me. That I had to get it at a pharmacy. He had just given me a tetanus (sp?) shot.
I have no reason to believe otherwise, I figure shot administering would be easy money for a doctor's office.

I think shingles vaccine currently has a shortage right now so maybe that is also why your doctor doesn’t have it to dispense.
Not if they aren’t getting fully reimbursed for it(I’ve read that Medicare doesn’t cover most of the cost for the shingles vaccine). Some vaccines are pricey (shingles is not a cheap vaccine) and you have to factor in costs for proper storage, etc.

Yeah, doctor's offices can administer but I bet it isn't cost effective for them. Before I went out of the country I got a round of vaccinations at CVS for $0.

I got it at the doctors office. They addressed the shortage by only giving out as many as they can provide the second dose to in 2-6 months. It was $285, fully covered by Blue Cross of Minnesota.

My insurance actually won’t cover it if it’s administered by a pharmacy instead of a doctor. And my doctor gives it.
