But also collapses all the way down for storage. Does one exist?

They will go down to flat, to hang in the wall. That's the best you will get.

What's your budget?

Might want to look at the transformer bench from edge fitness systems

I had this one from Best Fitness when I first started lifting. The max capacity of it is 300 pounds. I used it without any problems with close to 500 pounds between my weight and the bar weights.

This one from Fitness Reality has a capacity of 800 pounds and the front leg folds back.

Rep Fitness has one that is good for up to 1,000.
