In the water and on the beach? I’d assume it’s private beaches for locals and water is public to whoever can get there. Saying that there aren’t as many boats as I’d think would be catching America’s Open on one of the most famous courses in the World.

Course is so far above the each you can’t see anything from there anyway....and as far as boats go I guess you could watch through binoculars but I’d rather watch on tv

judging by the size of some of those boats, I’d bet they are watching it on tv

Public beach. Huge cliffs/drop off from course to beach. There are a couple of paths to get up to the course, but I am guessing they had marshals there to keep people from sneaking up. You can see players on the course from the beach, but you cannot tell what they are doing or where the ball is

The boats have to be members of the pebble beach yacht club. Couple of times rogue boats would try and come up, and what best I could describe as a guard boat would go and run them off. Some with some kayakers and paddle boats.

That makes sense and the other locals with boats are there in person I would assume

Yep. As far as the beach was concerned, I don't think there were any limitations, other than there probably isn't just free access to that beach. I'm sure you're going through someone's property to get there. Didn't look like anyone was policing the beach though as far as who could/could not be there.

I like how homeboy just rolled up in a paddle boat on 18 as Woodward was coming in. That’s what made me think about this random shite
