Extra wraps. Settle a debate

Let’s say when you get a club regripped you ask for “2 wraps”.
Does that mean you want 2 layers of tape, then the grip OR does it mean 2 additional layers on top of the double sided base layer?

When I see an order come through that says "2 wraps", I put on 2 total wraps. If the order says "add 2 wraps", then I put on 3 total wraps.
