Best way for golf group to establish handicaps?

We're trying to start a golf club/association here in Natchitoches. The only course we have is the Northwestern State course. They don't offer any handicapping services at the course itself.
We would like to establish a uniform way for all of the members of our club to establish handicaps to be used in our events.
I've read up a little on the USGA and how our essentially our golf club could arrange a direct agreement with them. Anybody have any experience with this or have any other suggestions?

There are free phone apps like the Grint and 18 Birdies that will give you your handicap for the course you are playing.

Me and some buddies started a league. Got up to about 40 people. Long story short, the only way to fairly Cap a league is for every member to have a USGA Handicap.
If you can’t register through your club, look up the formula they use, and input that into your league. Caps will fluctuate for a few rounds but it will eventually even out and become fair.
Doing a 3 round average and updating with each score after that is how we did it. Let’s just say one guy was a +28 after 3 tourneys and he proceeded to shoot mid 80s the next three rounds and won those tournaments and the league. Avoid this.

If you do tracking yourself make sure you have corrections based on handicaps.
There are tons of guys that can make 5 birdies in a dog fight and still shoot 95.
Corrections are maximum scores per hole depending on handicaps.
Example: maximum double bogey if you are between 5-10
Maximum bogey if you are below a 4.
8 handicap shoots 82 with 2 triples. His score correction is an 80 because he can only get doubles on those 2 holes. Those triples still count for his game and score that day but not for his handicap.
I'm sure you can look up what most clubs use for this type of thing online.

Have a qualifying tournament (or period of a few) that’s flighted after the round. From there use tournament or outing scores to determine handicap. Will be volitile early but will level out in the long run.

I am so lost when it comes to handicaps. I see it on the card on the course and have no idea what it means.
All I know is the lower you have the better.

Sigh up for Golf Genius and Handicap Server. Golf Genius will score your events and load scores to Handicap Server, which will establish a USGA type Handicap for your guys. End of the day, it’s going to take several rounds before your system is really fair. When guys are signing up, ask them to tell you their last 4 scores on the honor system and use the average In the meantime. Luckily, guys egos are as important to them as a few bucks, so most will tell you an accurate number.
try to work in some formats like best ball and blind flight your events after the scores are turned in. Or have guys draw a Playing Card at the end of the round... 10 means only their front 9 counts, J means only their back 9 counts, Q means odd 9, K means only even. These things can neutralize sandbagging to an extent..
This is about all you can do until you get some history. We make our new members not coming in with a USGA index play 4 rounds as non competitors before they can start competing against our members.

This looks like the way to go. Thanks for the advice. We've already reached out to Golf Genius about using their software so this seems like an easy integration. Thanks!

More information to come but we have a group just trying to form a club/association that has a calendar year of different golfing tournaments and events. Most of them primarily here in Natchitoches but also at nearby courses.

Report all scores.
Get app.
Then all gambling results are used to adjust handicaps every week.
In general, beating your index only happens once or twice every 5 times you play.
Golfers who beat their index over and over are not lucky; they are good at lying.
I played a guy that said he was a 22. After he went 75,78,81 over 3 days, I told him that “Jesse James used a gun and a mask.”
