It's the abusers of the system. And how do you qualify that? There are some people who may not be able to work at all but they need some kind of assistance.

its hilarious how they'll put in the pain/work/time to have a child for an extra 2 or 3k a year in EIC and an extra hundred bucks per month in food stamps
