This. Although, Central is not exactly upscale since it has its fair share of trash/rednecks, but not the meth kind. I don't think it's really headed in a direction of being anything "elite" -- just better than Baton Rouge. The main thing is it doesn't need gated communities and you don't need to send your kids to private schools for them to be safe and get a good education. Same will go for St. George. It's just legal segregation.

yep, just throw in a nice mall and a respectable school system. The cost of living will gradually rise, and push out the ones who can't afford to live there anymore. It will also entice the ones who already own property to sell their property to prospective home buyers at an inflated price. This would occur over the next 10-15 years, obviously.
