hell honestly if budget was a real concern you could even dial back the cpu. i played WoW on ultra in 1080p with just a triple core athlon II.

Any AMD CPU will OC fairly well so you will be fine with whichever CPU you choose and a 970 board is more than enough really.
The only reason to move up to the 990FX board would be for multi GPU support. If I recall the 970 will not SLI with Nvidia cards though it will crossfire for AMD cards. 990FX will do all of the above and will also do it with 3+ cards.
The next step up in CPUs would be the 8320 which is only like $5 more than the 6350 right now. Don't even fool with the 8120 or 8150.
You options for a CPU should be 4300 for $99, 6350 for $139 and is on sale for cheaper often, 8320 on sale for $145 right now. In that order.

well the fx-6350 isnt really out of my price range, its still cheaper the the i5-3570k i was looking at getting, but im taking it i still need a 970 chipset for that right?

at minimum, yes. if the budget has room for a 990fx board then get it instead. id rather see a quality 970 board over a super cheap 990fx board though.

fine choice as long as the case its going in has a USB 3.0 front hub.
if it doesnt, get the Extreme 3 model and save a couple of bucks.
on second thought. get that board (or the gigabyte ud3 or the asus pro r2 - all similar boards for similar prices) and make sure you get a case with a usb 3.0 front hub.

The 970 chipsets can't handle the 8350/8320 chips when overclocking. The power phase design isn't there so they have trouble keeping up with voltage demands. 970 chipset also doesn't support the default 2600 hyper transport speed either. These are problems I'm currently dealing with and don't want anyone to deal with them either.
