Depending on which cad program you are running it is likely going to be a multi-threaded program and the 8350 is an 8 core processor. It will render cad, 3D applications, and video editing faster due to the multi cores.

I would maybe consider adding at least a 64GB SSD for Windows. You can get a good Vertex 3 for $50-$75 if you find a sale.

If he wants to OC that would be the way to go. Otherwise it's a waste running at stock.

It's still a better card at stock than the 7870 ghz. It does shine being oc'ed

It has a lower core clock than that MSI GHz at stock. 925 vs 1000.
ETA I know it's the same chip as the 7950 but I don't think it's worth $30-$40 more unless you are OC'ing it.
