I have two Jolteons.
Jolteon #1:
CP 1052
HP 75
2200 dust cost to power up
Thunder shock 5
Thunder 65
Perfection: 71.1%
Jolteon #2
CP 1140
HP 82
2500 dust cost to power up
Thunder shock 5
Discharge 40
Perfection: 51 - 89%
So even if #2 has better "perfection" score, I should still prefer #1 since its second move is 15 damage points higher, right?

Not necessarily. Another hidden aspect is duration and energy creation/consumption.

I went through most of my higher CP pokemon and determined IV's, and this is by far my best dude with a 93% perfection score and the best move for its type:

Good idea.
If you have access to a lot of one type of pokemon, it's good to use IVS to determine which one to evolve.
IVs persist thru evo. So if you have ten eevee but the 3rd highest CP one has 90+% ivs..evo that one. The others may just be higher leveled but actually have bad IVs.
Renaming them is a great way to keep track.

I'll have to read more tomorrow. Hurting my brain right now I played all day today. Wasted about 1/2 tank of gas going around places. We have a bulbasaur nest about 3 min away tho so you're guaranteed like 5-6 every hour. I'm almost to another venasaur. I accidentally transferred mine thinking it was a bulb. Pissed me off so I have been holding off on evolving until I have 125 candies and can evolve my highest bulb in an ivy then a venasaur
I'm at 105 candies right now so I should be able to tomorrow if I have the time to go by.

What % of the extra 45 hidden stat points that a pokemon has
0/0/0 is zero percent
15/15/15 is 100%
5/5/5 is 33% etc.
75% or higher is good. 90% is spectacular.

Yeah..I was gonna recommend doing that since you are near a nest . You can surely evo a nearly perfect one and create a monster Venusaur.

The 'range' is,what confused me at first. For example, 80-90% perfection.
The stamina stat can be determined pretty exactly from the HP a pokemon has at a certain level.
The attack and defense are hidden. The site uses a formula that looks at the pokemons level, and cp..then it gives a range of IV values that could give that particular cp at that level for that pokemon.
CP is based on a formula that's shown at that site.

Just enter your pokemons name, cp, hp, dust cost and powered up y/n into the calculator. Then look at the table
High %s mean good
Low %s mean bad.
High %s mean good
Low %s mean bad.
