Question, when I go to the Perk tree and select a perk for my level it doesn't stick. Someone educate me on how this works.

I have no problem with the way most things look in the game but the human models are pretty bad. I mean they look about the same as Mass Effect 1.
I'm only at Sanctuary after leaving the vault but the acting from everyone up to that point was pretty bad.
Needed to be a bit more rage and hysteria after witnessing my wife being butchered and my son stolen.
I can't stop picking up junk.
Is Sanctuary a future settlement? Can I store everything there and access it in other settlements?
I started over about 3 times to reset my point. Still not sure of the best mix for early game, but I do all quests and wander aimlessly so long term it probably doesn't matter.
I just hate not being able to open or hack stuff because I can never remember where I couldn't open something but I know I couldn't open something and that makes me wonky.

The graphics are average but like you said, that's not what it is about. I don't know about console but on PC it looks fine and runs very well I have found. I'm sitting at 60fps on high consistently.

Because the writing and acting were shite. Seeing your wife killed and son kidnapped is about as dramatic as it comes but that scene and the aftermath were lacking any punch at all.

He freaked out when he saw it happened, banging on the glass and screaming (have only seen it once so I think that's right) but was still partially in suspended animation and gets frozen immediately after. When he comes to, a good bit of time has passed (skeletal remains all throughout the vault), so his reaction after leaving the pod is a bit subdued due to finally coming to and trying to figure out what happened.
ETA And when I mean "not that dramatic", getting shot =/= being butchered IMO.

My machine is a fossil now. I think I'm going to get some more memory and see if that doesn't help things a bit.

Let's be honest, 99% of video games have bad/awkward acting or dialogue. I just don't play games for story. If they tell a good one then great.

I'm not super knowledgeable about this stuff, but I started wondering if memory was an issue because BF4 looks really good for me, but it stutters. I need to do a wipe/clean of my computer anyways (way overdue), but my wife is working on it so much I think she would freak if she thought I would lose everything.

Ok, I'm about 13-15 hours in. Made level 10 last night, and have happy settlers at Sanctuary and the co-op to the south.
I've wandered as far as Diamond City and the satellite array.
It's REALLY still hard to kill things, and I'm only playing on hard. Unlike others, I suit up in power armor damn near anytime I'm expecting alot of enemies just to survive (I have 3 suits), but I'm starting to run low on fusion cores. Another big change I've noticed is the success percentage on headshots in VATS is shite compared to previous games. I don't have enough ammo to waste shots at 40%-50%, so I've started knee capping ghouls and raiders unless they are right up on me. I think 55 is the highest damage gun i Have (hunters rifle), and it hardly puts a dent in anything except ghouls and raiders. Sentry bots? Mr. Handy? And most super mutants? Nope, nope, nope! I'm running. I even have 20% extra damage on both pistols and rifles.
I really think I'll need to spend the next few levels upping my SPECIAL ratings. The only special weapon I've found is a tire iron that refills your critical bar after killing an enemy. I'm in a BOS chest piece and girded leather limbs. Long grind coming tonight...

Im not a huge on graphics, but its been like 7 years since fallout 3 and they look the same. Im also talking about animations and stuff, nothing looks good or new. its bums me that its not better but it wont stop me from playing.
