As soon as the required base ability level is met.
I bet you are making the same mistake I did. You don't have to fill the top row before moving to the second row.
You just have to have at least 2 base ability points to move to the second row, then 3 to move to the third row then 4 to move to the 4th row and so on.

Another thing I saw...going towards Somerville Place settlement coming from the North, heading South. I stumbled upon a small tomb like house with a bunch of brain fungus and other food items in there...I turn around to exit and out comes this smaller version of a Deathclaw(looked like a Gremlin), scared the shite out of me and killed me quickly. Anyone seen this creature yet? What is it?

I go and help the settlement below Vault 95, 3 settlers there and only one turret. Get thrown right in the middle of a bunch of Mutants and don't have time to do anything as one quickly throws a frag at me, I die. Restart: Thrown right back in but manage to run down the hill, stimppacking all the way. Get to a little swamp to regroup. Mutants are chasing me but I manage to kill two of them then all of a sudden one of those irradiated, too headed, deer joins the fight and kills one then start chasing me. I run back up the hill but to the right to regroup. Kill the deer and two more mutants. Turn around and there is a group of Raiders that were in on the fight the whole time but I didn't know. Take one down but while I'm in my VIT a frag comes at me and kills me. Try to restart again but the mission is gone...? Look on my map and it says there are no settlers there. I assumed they were killed. I fast travel to the settlement again but everyone is alive and no mutants or scavengers there. Not sure if the settlers can actually be killed or not or maybe I still need those 3 down the road for a mission?

Usually folks only die if it is a major attack by strong monsters.
I missed an attack at The Castle and when I showed up to repair everything, I found a few dead settlers.
I've accidentally killed a few when I was blasting away and someone stepped in front of my shot.
Heck, The Elder Finch should hate me because I hit Ma Finch with a .44 shot the brain.
After I did that, I mainly kept to using Vats when defending settlements.

I didn't know you could bang Magnolia from The Third Rail... poor girl... just had a dude that hadn't been laid in over 200 years take her to pound town. She'll be out of commission for a while.

I just got done with her about an hour ago, sloppy seconds. Met the Vault Tec guy outside the room and sent him to Sanctuary. Speaking of flirting with your companions, was talking to Mccready and there was an option to Flirt...I declined.

I had a super mutant attack on spectacle island. Killed a bunch of them, got the mission successful sign. Left did some missions. When I came back there was no power, no food and no defense. For some reason one super mutant got left behind, he had absolutely wrecked shite on the island.

My settlements keep getting attacked and I just keep saying frick it. People are being slaughtered and I'm collecting desk fans doing chems

Do any of y'all struggle with carrying too many items? I leveled up to 310 max weight carry but I still keep running borderline. I'm not carrying very many heavy weapons or armor, and I always deposit my junk in the workshops but it still doesn't seem to help

Its tough. You definitely need a companion to help carry some stuff. I need about 10 different weapons at all times due to ammo supply. The really big guns: Fat Man, Mini Gun, Missile Launcher, Shredding Minigun, I try to have Piper or a companion hold those while I can collect some junk for future weapon/armor/workshop crafting. What sucks is the scarce Fushion Core supply for my Power Armor. If I don't wear that shite I get mauled in close battles. Ive been trying to use the sniper a lot from a distance.
