i purchased fallout 3 and i just don't like it. As soon as i leave the vault i have no idea what the hell i am doing (look for clues about dad) and it's like i have zero bullets and i fight for shite. I got it because everyone said how awesome it is but i just don't understand. And i love rpg. Can someone help me here? or should i start another thread?

You don't start out with much, you have to find your equipment over time. Steal it, take it off fallen enemies, buy it, acquire it as a reward for a quest, etc.
The open-endedness of Fallout was a big attraction for me. You can explore at your leisure. I can see where the wide expanse of the wasteland might be a turn off for some.
As you level up, your character will get better at fighting if you choose to level up combat oriented skills. Of you can teach him to talk his way out of situations, sneak around to avoid combat, etc, etc...
Real time strategy games are essentially about building bases and managing resources. You use the structures you build and the resources you gather to build armies. Use your force to destroy another group somewhere on the map or accomplish an objective or some kind. Look up a youtube of warcraft, starcraft, age of empires, command & conquer or something along those lines. PC is better suited to RTS games than a console is. Halo Wars is a prominent example of a console RTS.

i have played alot of rinky dink games on my pc that does alot of that. Build forts, agriculture etc. Yeah not really into that.
I had my character in fallout with melee and guns. i will give it another shot. everyone seems to like it.

My meaning of it being like FF was to have it turn based where you have a party following a storyline. I admit it's a stretch. I definitely don't mean for them to forgo the core game itself. I guess I have dillusions of something the like the quality of FF7 for a storyline.

I actually started and stopped this game like 3 times before it actually stuck with me. I remember one night just pushing through it, and the next thing I knew, it was 2:00 a.m. and I had to be at work at 7:00. Became addicting all of the sudden for some reason.
Not saying force yourself to like it, because you just might not. But I was in the same boat as you.

That is kind of the point.
Completely freeform. Explore the world as you see fit.
Steal weapons and bullets, or buy them legally in Megaton.
