Looking for something that is actually a good gaming monitor. I have very little clue on what to be looking for. He has a gaming laptop but has really gotten into editing and I thought a second monitor would be great for him.

Any deals out there?

Is that a good brand? Or does that even matter? From what little research I've done I know that the higher the refresh rate the better and the faster the response time the better. Is that right or am I off base?

I've never heard of that brand. I generally go with ASUS. You definitely want higher refresh rate and faster response times, and based on your budget you won't be able to go above 1080p (so no 2K - which is 2560 x 1440p).

Just one of the larger monitor brands out there

I don't usually look at much aside from ASUS. Sorry I've never heard of it. If it's good then go with his link, seems like a steal then. I think it's because most people are out to get 2K and even 4K monitors at this point. You can get really good deals on 1080p/144Hz. This must be one of those cases.

You might want to consider size too.. I personally won't go below 27" now.

Kinda dumb excluding resolution, since that's the most important piece to a monitor.

I wouldn't go above 24" for a 1080p monitor. 27 for 1440p, 32 for 4k

So a 24 would be best for what I'm willing to spend then?

Since I imagine your son is going to be sitting nice and close to his monitor, yes 24" is the way to go

What blue is saying is right. Just so you have another voice to confirm it. AOC is great, that deal seems good.

The AOC 24G2U is also a great choice. (not curved)
It is the most favored 1080p 144hz monitor out there for gaming.

Of course 1080p 240hz monitors are out there as well if he ever wants to upgrade to a real gaming setup and not a laptop. (Not to mention the choices of 1440p, 4k or not)
I am only bringing this up because it is Christmas time and you may be trying for a surprise. It is best to ask him what his needs are, as monitors cost and specs range drastically depending on the results you desire.

AOC are legit, still think 1440p 27in is the sweet spot for PC gaming

1440/144 is the sweet spot for sure, but we're moving slowly to 4k/144
