It's from a interview they gave in Tokyo at the end of April so things could have changed, and they never gave the exact date but the 20th was mentioned. Here I will post the rest of the notes.

Phase 3 of the beta test should begin in early June. Yoshida apologized for the delay and said that open beta will come as soon as possible afterwards.

When a player will enter the area of a lower level FATE he’ll be prompted with a confirmation message for level sync. It will be opt-in, and it won’t be automatic, as that could be an annoyance. There will be no need to change equipment, as the stats of the equipment worn at the time will be automatically adjusted to the appropriate level as well.
Muskets may become usable by players in the future.
Very large shields (almost as big as a player models) may become available after launch.
Composer Naoshi Mizuta said he’d like to participate in scoring A Realm Reborn. Two or three tunes by him may be in at launch. More tracks by various Final Fantasy composers may come after.
There will be no Player Killing in the game, just PvP.
Warriors will change a lot in A Realm Reborn. They won’t be as half-hearted between tanking and damage dealing as in the first incarnation of the game.
The Fat Chocobo will be introduced with a patch after launch.
Battle Regimen will not return in the new game, and will be completely replaced by Limit Breaks.
Players will be able to change the interior (wallpaper, flooring, ceiling) of their house, but probably not the exterior, even if there will be different models, to avoid incurring in memory allocation problems.
Phase 3 of the beta will include almost all the character creation options. It’s possible that it will include all of them, but probably a few more will be added for release.
Optimization of the PS3 client is pretty good now, and it can display 30 or 40 characters at the same time without straining the engine.
After release new content will be released at a very aggressive pace via patches.

Producer/Director Yoshida recently shared a screenshot of his character when making some checks for Beta. Keen-eyed adventurers will notice the new "Armoury Chest" and "Duty Finder" features that will be implemented in upcoming Beta phases!

We've received a two-tonze truckload of feedback on character creation since the alpha test, and from what I saw in today's build, much has changed since then. If you thought there were a lot of options before, wait until you see all the new ways to customize your avatar, including...
An extended hair color palette, plus a plethora of playful tattoos.
Several new hairstyles for men...
Several new hairstyles for women, including...OMG! Long hair options! And is that a SLIDER on the right for ear size!?
And a slider for height!? What else could there be a slider for!?!??
And purple whiskers!? And purple eyes!?
And OH MY GOD MY EYES THE RED IT BURNS!
Get ready to let your imagination run wild!

seriously, I'm getting excited about this game, I do think I'm going to end up going elf. probably go as tall as you can go. Darv and I are gonna destroy shite with our awesomeness!

He was a Hyur during phases 1 and 2. Maybe he's made the shift. He wasn't too thrilled with his dark elf GQ creation.

There is some content that requires a party, like all end game stuff, but you can advance your class easily enough on your own if you wanted to.

Not really, But If I recall they didn't have the height slider before, I could be wrong.
As for the more colors for hair... Don't really care for this, I actually don't like seeing people run around with pink or blue hair

I think they only had 3 options for height: short, medium, and tall.
