I think it's more about having them not actually see you and set the alarm. I've done outposts where 15 guys were running out trying to find me behind a rock but I would just peek and hit them one by one, and got the undetected reward.
20 Hours in and I have most of the achievements done and about to finish Jacob's zone ( 3K away)
Clutch Nixon wing suit quest was pure cancer on PC. controls are so clunky. took me prob 20 attempts.
Saving the sister for last, mainly because I wanted Jess Black and Cheeseburger as companions from Jacob's zone.
SPOILER
Do the radio tower mission first from Tammy. The whitetail radio station is Frikkin grade A compared to the crap I had to hear all over before.

Keep in mind if you drop a guy, and there's another guy in his line of sight, they'll see the body and set off the alarm.
I usually circle around the entire outpost, tag all the bad guys, then selectively start picking them off when they move behind buildings or line of sight of other guys.
It can definitely be tedious, but I enjoy it.

You can also disable the alarms before you go it. You can shoot them with anything and it will disable that one.
