Do consoles these days allow you to wipe the system but leave the digital games?

Trying to sell my PS4 and Nintendo 3DS. PS4 has a couple digital games on it and the 3DS has tons of downloaded games. Want to wipe them before selling but was wondering if there is any way to retain the games? Thanks
