That's because it says "Level advantage enabled" when it is disabled for the other mode.

Gear and levels matter in iron banner, that's why 8's have an advantage.

Let down for me. I did the Iron banner to discover being a level 5 is a huge disadvantage. I then went back to try and continue story missions but they were having server issues. I know, it's just beta, but a disappointing night still for me.
