Too bad you need the rare twinkling titanite to upgrade that black knight sword
that's why i only have +4. I ran out. the only place I know to buy it is from the giant in anor londo. and i don't think you're quite there yet
i would use any twinkling you find to upgrade that sword tho. it's pretty legit. and it scales with str/dex so if you're a melee...you can get nasty with it

No, which is why I kind of feel like its a waste unless you can max it out. But on the other hand you can avoid pumping stats into those attributes and focus on something else.
Example: a thief with a bandit knife fully upgraded with lightning will absolutely rape even with default DEX levels.

There is a trick to it. If you know what areas they spawn in the great hollow, go to those specific spots, quit the game, reload, and they might be there. You can kill like 10 or more at that location.

Then what about flame or is it just all of them?
I thought some of the weapon upgrades allowed scaling?

Some do. Like Crystal. It actually increases the scaling for that weapon, but it's non-repairable.
Magic upgrade scales with INT, while Divine/Occult scale with FTH.

So your basically telling the ones I'd like to use a la Lightning & Fire do not scale but the ones that I don't want do but they kinda suck at it though.

So I'm around lvl 28-30 or something, but I still feel like I can't handle anything above a skeleton/hallow. Is that normal? So far, whenever I see a demon/knight/etc. I freak the hell out and run away as fast as possible. The only problem with that is that I can't really advance past Undead Berg like that. When can I start hurting these guys? My swings on the Black Knights and giants take off maybe a 20th of their health.

Can I parry demon's swings or are their weapons to big and strong for be to set aside? I can see being able to parry Black Knights because they're smaller.

Which knights are you fighting? In the Undead Burg/Parish there are two black knights:
And a few Balder Knights:
Are these the guys you are talking about?
Also, what demons are you fighting at this point? There is the Taurus Demon on the bridge, and the Asylum Demon. I think those are the only two demons you should have really faced at this point.
Have you killed the two bell gargoyles, and rung the bell in the chapel yet?

The one down the steps in the Berg is the only one I've killed (but that was with a summons help). I've seen another at the top of the tower behind the fire dragon, and another guarding a drop on the ledge in Darkroot Garden.
They all are the knights in the first picture you posted.

Got through Asylum and killed Capra and Taurus with summons help.

Haven't gotten that far yet. I'm kind of all over the place right now, trying to decide what area I should go to next. Done a little bit in the Catacombs, Darkroot, New Londo Ruins, Valley of Drakes, and the Parish. I haven't gotten very far in an of those areas though, just scraped the surface.

So the game can be a bit confusing as it just drops you in this world with no real sense of direction as to where to go. To start out I suggest the following order of things:
Undead Asylum (Asylum Demon)
Undead Burg (Taurus Demon)
Undead Parish (Gargoyles)
Darkroot Garden (Moonlighy Butterfly)
Lower Undead Burg (Capra Demon)
The Depths (Gaping Dragon)
Undead Asylum Revisited (Stray Demon)
Blighttown (Quelaag)
