Can you gift or transfer games to another Xbox Live account?

I am thinking of give my kid my XB1s and getting me an XB1x. He has a couple of games that I purchased digital copies of, but I am not going to want them on my xbox. Is there anyway I can gift those to another gamertag?

I think so? From their website:
Network transfer lets one Xbox console copy games and apps from another console, so long as they’re on the same home network. Copying this way can be faster than downloading another copy of the same game or app. If you have a metered internet connection, this can also save you money.
Any Xbox One (original Xbox One, Xbox One S, and Xbox One X) can be either the source or the destination console.
1. On the Xbox you want to copy from, go to Settings > Network > Network transfer and check the box to allow network transfer. This makes that Xbox visible to other consoles on the same network.
2. Once you’ve allowed transferring from the “host” Xbox, turn on the console onto which you’ll be copying games and apps, and go to the same settings page. Your host Xbox should be listed.
3. Select the Xbox you want to copy from, choose the items to copy, then select Copy selected.

I'm not really sure. I am also not sure if what I posted is even helpful to what he wants to do. I would like to know if it is possible though.

I do this with my nephew.
Just sign in on his Xbox and set his Xbox as your HOME Xbox in the settings. He will have access to all of your digital games without needing you to sign in since it is set as your home Xbox.
For your Xbox, once you sign in, you have access to all of your digital games.
This isnt quite what youre asking, but it is the solution to what you want to do ultimately.

basically i want him to be able to play the two games I bought for him, on his xbox with a different gamertag. If the network share thing is the way to go. I will try that. I read something about it online, but i figured this board would know with it's infinite KB's.

Try the network share thing first, I always thought that was just a way to transfer downloaded games to another xbox in your house without needing to download them again, but honestly I've never even tried it.
The solution I posted will absolutely work, it will even work if you dont live in the same household. I buy all the games and my nephew has access to them and can play them with me online.
I can tell you that these are your only two options. I've worked on these consoles since about 2 years before release. Initially Xbox had a family share feature that they ultimately cut because of the always online backlash that would have been awesome imo.

you can definitely gift games.
my e-best friend gave me Star Wars BF2 as a wedding gift. needless to say it's been the most used wedding gift we got.
