Buying a PS4 Pro if you own a 1080p TV

Is there any reason why it would be a bad idea to do so? I understand that I won't get the full benefit of the increased resolution and won't be able to take advantage of HDR.

I am mainly interested in running games at native or downsampled 1080p, and I am also starting to see how some games are inferior on the PS4 as opposed to Pro (ie Rise of the Tomb Raider and NIER). Will some games still run worse on the Pro despite not owning a 4K TV because it's still outputting that weird resolution and just scaling down to 1080p?

No reason without a 4k TV. I might get it for the upscaled VR but everything I've read said it's not a huge difference yet

You may save a few bucks if you wait until the new Xbox comes out next fall. Sony will probably drop the price of the Pro to compete with it. Other than that I dont see a problem with upgrading. You will still get to take advantage of possibly some higher frame rates and loading times.

Believe it has a better network card and more RAM. Network card is nice especially for remote play.

Performance on some games will improve if the developer decides to leverage the improved H/W. I believe it also uses SATA3, so SSDs would achieve better read performance.

The loading times on the original PS4 and the Pro are night and day on FF XV.
