I worked at Wendy's in my teens. I made many a batch of chili. At that time (late 90s) the "recipe" was:
- Several large cans of beans
- A large can of tomato base
- A large bag of powdered spices
- A bag of frozen diced onions/peppers
- Leftover hamburger meat from the griddle boiled and chopped
There was always a set of patties cooking on the griddle. Fresh meat on the left, and you kept rotating closer to the sandwich station it as it cooked. At some point, it was dry. You would pick it up and put it in a metal warming tray. That meat would then get boiled and chopped. Often, it was accumulated in plastic wrapped pans into the cooler till you needed it.
It was a pretty good system and whoever came up with that as a way to salvage overcooked patties should have gotten one hell of a bonus.

The fact that Wendy's uses leftover beef patties doesn't bother me at all.
If it bothers you, do you brown yout meat and then simmer it for hours? That's all they're doing here.
