Stumbled upon frozen specs in the freezer

Zip locked. Filled with water then frozen.

Tough call. Just defrost if you're ready to cook and see. You should be able to tell.

If completely filled with water with no fish exposed you'll be fine, IMO theres no better fish to fry, enjoy

Should be fine, as long as the fish was properly handled before it was frozen.
