Strange special at the Popeyes.

Ordered my go to which is: 2 piece white, spicy, with red beans and a pepper. The nice lady said, "Just so you know, we are running a special on the 2 piece white, mild. It's the same price as the 2 piece dark." Has cayenne pepper gotten that expensive?
