Without input as to why? No that doesn't make alot of sense. Giving them the feedback and opportunity to change is better for both parties. I'd bet the business owner would agree.

Paying for it with a smile and then not returning is dumb. It does nothing to tell them this is a problem.

Most servers don't want this because the restaurant owner's idea of "a decent wage" is vastly different from what they currently make.
You'd see a bunch of owners trying to eliminate tipping and pay their servers $15/hour, but many servers make well over that. Your best bet would be to hike prices by 18%-20% and then pass off that entire 18%-20% to the servers. Basically figure out what you average each week in sales and then allot 18%-20% of that to paying the waitstaff.
If you cut their pay down, they'll leave and you'll get the fast food level employees of the world.

Yup. Most I know make a lot. Like one month’s rent in one weekend

It's a lot more than putting it in a bag. Someone has to take the order on phone , everything that goes with meal has to go in. Salads , bread, togo silver etc...It takes their time from their guests that are in restaurant that are tipping them.
The servers usually have to pay tip out as a % of sales to busses, hostess etc... You wouldn't believe the people that call on Saturday night at 7 pm and need a description of half the items on the menu. Is it worth something? yes, 18% maybe not. It's such a pain we don't do togo orders when we get really busy. Virtually all Fridays and Saturday nights.
