They say it hasn't been tested so no is the answer for now.

It might help, but would be better used in conjunction with washing off whatever you are applying it to afterwards. It's much like washing your hands. Using hand sanitizer will help, but it is more effective to wash your hands and then rinse them clean. The lipids in the coronavirus attach to the soap or disinfectant. Then they are washed away more easily when rinsed.

I would bet not. StarSan is an acid sanitizer and it seems that most effective chemicals for killing CV19 are weak bases.

Not a scientist but I would bet the chemistry of these solutions have more to do with their effectiveness than their pH does.
