Need some help identifying a silver "devil" spoon

Anybody familiar with this style silver spoon? Any ideas on what they were used for?
We have a full set of 12 with a handwritten note calling them devil spoons. We are guessing because of the 2 tabs that may sit on the lip of a glass look like horns. The shape looks like it is probably a sugar spoon. It may be an absinthe spoon but does not have the holes you typically see in a absinthe spoon.

It is a specialty spoon designed to rest across a tea cup to hold a tea bag. Google sterling tea bag spoon and you can find similar examples.
