It's very tough to get here in SC.... a few nice restaurants get some but it took 2 yrs for me to get a bottle through the liquor stores. I got it from the local ABC store, who's owners received 2 bottles for 3 stores since last year and don't expect more til this time next year.
I've never had it and am happy drinking Bulliet or wild turkey Kentucky spirit with a splash of gingerale or diet coke. I would never mix the pappy but I'm not really a straight bourbon type of guy.
Is it so great that I should open it and drink it myself or use as an awesome Christmas gift for one of my best clients?

Is it better than blantons? That's really the only bourbon I've enjoyed on the rocks

It makes Blanton's look like Kentucky Deluxe.
You can absolutely drink it neat. And should. shite, I'm pouring a glass of 12 Year Family Reserve in a couple hours - life is too short to horde good whiskey.

Take seductive amber colored liquid, pour it into a tumbler. If you have an issue with warm whiskey, then put the glass in the freezer for a bit.
Take a small sip and let the aforementioned seductive amber colored liquid gently molest your taste buds as you roll it in your mouth.
While performing the aformentioned task, hide in a closet and look at your client list and quietly give thanks for the bounty their patronage has afforded you. Tell no one where you keep the bourbon.
Side question: Perhaps my palate is lacking but can anyone effectively articulate the difference between the 20 and the 23? I have had both but not in close enough proximity in which to make a reasonable comparison.

What's your story and what do you sell? What do I have to buy to be one of your best clients?
That being said, it's a horrible, horrible bourbon and you should give it as a gift to your best client.

You know what to do. Have a sip and don't look back.

The 20 is a near-perfect bourbon for celebrating life's great achievements. The 23 is a religious experience that makes you grin stupidly the entire time.
