If I were going to spend that much on a Weber kettle, I'd get the 26" instead of the Performer. That said, having a shelf may be more important to you than it is to me.
I have a Performer. Unless you need the extra space, the extra shelf space is great. We'll worth it, IMO. Having a place to put your food, tongs, S&P, aluminum foil, paper towels, sauces, etc, while you are cooking is awesome. Cleanup is a breeze, as well.

I’m probably the worst to give advice here because I firmly believe that ever food and situation deserves its own grill.
I have two green eggs - a L and a XL
A PK
A Oklahoma joe
And a tank of an offset reverse flow built by boathouse smokers.
The PK is great for burgers and chicken. The eggs are also good at chicken, but are better suited for the super hot steak cooks and the long low and slow with very minimal interaction required for beef and pork.
The offset is the best in flavor and is great for when you have the day to sit, drink, and grill.
I believe everyone should start off with a Weber, just to learn fire management. There are plenty of accessories to make it do anything, but it requires proper cleaning after a cook to make it last. A Weber COULD be your only grill, but there are better ones for each situation.
If there were more accessories for the PK it would be higher on the list. At one point, ALL of the winking steaks at the cook offs were won on PK grills. Mine is probably 35 years old and with a new grate it is good as new. Will be forever.
