How are restaurants selling beer & liquor to go?

Good friend owns a bar and has obviously been shut down for nearly a month now. With that said, how are restaurants being allowed to sell to-go 6 packs, half gallon/gallon of cocktails, bottles of champagne, etc. to go? Yet bars have to close entirely and not even have the option of selling to-go?

Normally you wouldn’t be able to do this in a restaurant, so why now?

Always laugh when restaurants are selling 6 packs of Miller Lite for $10 to go

Some are selling, but I can’t imagine many or doing much $$. It’s just not feasible that people are going to want to buy their drinks from bars/restaurants to go when compared to grocery store prices. Down here it’s only allowed for sealed bottles or to go frozen drinks, but I would imagine there is a wide latitude given

If you’re good friend sells food in any way then he needs to apply for a temporary restaurant conditional permit to begin operating again.

There are a few restaurants in BR that are selling wine for 50% off
