Leg quarters are $5 for a 10lb bag.
Buy 2 bags season them really good and bake them
After they are cooled debone them and use the bones to make a stock and save the meat
Use the drippings and 1/2 cup of flour to make a small light roux
sweat down your trinity (3 lbs onions, 2 bell peppers, 4 ribs celery)
add a few sticks of butter if you need more liquid
When your onions are clear add your deboned chicken meat
Add you stock till its the consistency you want
Season to taste
Serve over rice
Some will call that an etouffee, some will call it a stew, some won't know what to call but it will be good served over a plate of rice and it will cost you under $20 to make.

No, I wouldn't say you are wrong. Some people call a fricasee a "stew."

I don't believe the stereotypical stew you are referring to is the same as a
Cajun 'stew'
