Anything north of where the land rises along the River Road at North Street will be fine. All of that is on the old bluff the city was originally built on.

I have no idea, but I would guess that it won't be re-opened until at least the sand boils have stopped bubbling. The latest would be once the river has settled down to its normal level (whenever that may be).
