Back when I had a camp in the flood zone, one of my policies covered amounts spent to avoid a loss. I cannot remember if it was flood or homeowners. Like the policy of AllieIV, mine had a limit, but I seem to remember that is was $2000.

Uhhhh...I think the poster was referring to insurance companies, which are distinct from the government.

If you have NFIP flood coverage, pull out your policy and check out Coverage C. Boom, your answer is staring you in the face. Preventative measures are covered to an extent.

Everyone is eligible for flood insurance but not everyone is required to have flood insurance.
FYI, 25% of flood claims come from properties not in a flood zone. I think many people do not understand that a homeowners policy does not cover your home or contents in the event of a claim.
