Photoshop Experts - Asking Help with Post Processing of Photograph for Valentine

I want to put this image on canvas for my wife for Valentine's Day, but the eyes are a little soft on my daughter on the right.
I need it by Monday night so I can get it to the frame shop Tuesday, to be put on canvas. It needs to stay large because it will be around 16"x24" canvas

In my opinion you have done well considering that the original image is so noisy/High ISO.
Below is a 100% crop of the original RAW file.
I did a few manipulations in PS with the RAW file but with results that would not print to my satisfaction at 16x24.
My recommendation; a framed 8x10 of the images you have already posted.

How did you get color, the original was shot in BW, and not converted. I am guessing if you swap it to color, it will be very noisy

The (Canon EOS Rebel?) CR2 RAW file you supplied is indeed the raw data. You may have selected to shoot BW, but from my understanding, that was the camera producing the BW (jpeg) from the RAW CR2 file.
So.... the RAW data is noisy and any post processing will inevitably suffer as a consequence.
You have done a good job with the jpegs you posted; sharpening, noise reduction, eye added/enhanced catch-lights on girl on right, etc etc.
Unfortunately, I just don't think you can expect large (larger than 8x10, 10x12 max) high quality prints based upon the source data.

I am still not sure how you got color, I only see BW in my window as the RAW image.
I was playing around with the image in Gimp and decided to see what my faux HDR script would do to it.
It came out pretty nice. So, if no one helps, I am going with this one

Antique,
I worked with the black and white a little. Adjusted the exposure and contrast some and then tried to get the right sided girl's eyes to pop a little more. I'll post the side-by-side before and after first and then the full sized picture.
