Need help with prank gift

I need help putting together a t-shirt for my buddy. Its a gag gift. Not sure how to describe it but I'd like to have a Balenciaga shoe in the middle of a circle that says something like "established on Bourbon Street 2020". No clue where to start, any help would be appreciated. Im looking to get the image screen printed on a t-shirt.
