Need help blowing pic up

The source pic is 28x38 pixels. Good luck. This isn't one of those tv cop shows where they can "enhance" the image. If resolution/detail isn't there to start with, you are screwed.

I ran it through PhotoZoom Pro and tried several methods. There is just no detail to work with.

That is hilarious!! I love shows like NCIS, CSI, etc. But sometimes you just have to roll your eyes at some of the stupid stuff they portray. I know they have "technical advisors", but they seem to extrapolate way beyond reality (I know, it's TV).
