can you build website with Photoshop?

I think you can slice an image up and have it spit out an html file to hold all the pieces together, but you can't really "build" a website in it - its a picutre editing program.

Ive built one and had to use illustrator and a bunch of image maps i believe. it was so long ago but it works.

There are so many kickass open source programs for that (WordPress, Drupal, ect ect.) that its kind of retarded to use Photoshop like that.
