31 will have to answer for sure but I believe it's 3 keepers and you get a 3 year cap on them

Nope, just a straight 3 keepers, no loss of draft picks.
All trades carry over
So next season, if someone traded you one of their keepers, you would only have them for 2 more years
If someone traded you a non-keeper, you would have them for the full 3.

We never had the input of half the league, so keepers were never officially voted upon
