guess the relegation idea wouldnt work, bc people would want to play in the shitty conferance (for an easier road to the finals).
there would have to be more motivation to play w/ the big boys than just pride.

Maybe take the total number of points scored by each team in the 2011 season.
The teams ranked oddly (1,3,5,7,9,11,13,15,17,19,21,23) go in one conference in 2012.
The even teams go in another.
