So we would have a regular draft and then a rookie draft? I don't see the point in that since our rosters are empty.

I figured it'd be a good idea. Kind of establishes a team then have the rookie draft.
Also, if you miss out on getting lucky in the AD, LBJ, Durant sweepstakes, you get the top rookies.
It's my attempt to devalue the luck of a top 3 pick.
Nice way to start off a dynasty.

I think it almost has to in order to help balance the teams from the start... Maybe future drafts can be 2 rounds of 1-12
