This is just me spitballing
I would propose that first I designate X amount of guys I’m prepared to drop
Then each participating team protects X guys
All participating teams’ unprotected guys go into the pool. Can only select no more than 1 guy from each team. If I take your guy, you have the option to take on of the guys in my drop list (lol)

We are going to have a 13 round supplemental draft. Every team needs to provide 7 players that are "unprotected". Gyno will keep 7 players from his current team and choose 1 player from every team to give him 20 players.
After his roster has 20, we are going to use reverse standings and teams will have the option to either a.) add a player that gyno dropped or a current free agent in the player pool or b.) elect for a supplemental 3rd round pick in the draft next year. If you elect for a supplemental pick, you will have to add a player on your own via waivers this year.
Each team needs to pick 7 players they are making available, Gyno needs to drop 13 players and we will get rolling.
