My gut says Cole, but I don't have a bunch of data to back that up other than he's the number 1 WR and Bortles loved him at the end of last season.

Dede Westbrook out targeted Cole once he got back from injury week 11 through the playoffs. I barely want the “WR1” from that pass game much less the 2nd option. If you combine the stats from the Jags top two WRs last season you actually get a good WR
