Joshua Palmer with all the Charger WR's Hurt

I know he's a good play this weekend with Keenan Allen and Mike Williams out, but is he startable over someone like Michael Pittman?
My 4 WR options are below, and need to start 3 of them.
- Joshua Palmer @ Falcons (32nd ranked pass D)
- Michael Pittman @ Patriots
- Chris Godwin vs Rams
- Tee Higgins vs Panthers (must start with Chase out)

I’ve got JJ, Waddle, Evans, and Palmer. I want to play Palmer so badly, but I don’t know if I can bench Evans to do so.

What’s the scoring format
Think I’d prob sit Pittman but if not PPR it’s a little more of a toss up
