If you “had to” draft WR back-ups, which WR and their back-up would you target?

We’re all use to drafting Pollard if you land Zeke or Murray is you grab Kamara, but we don’t really grab “WR1 back ups”
This is mostly due to back ups not being able to perform at even half the level of the WR1.
When Michael Thomas was out last year, no replacement.
When Devante Adams was out last year, Which one of the other four wide receivers might have a good game?
But is that across the board with every team?
If there were no waiver wires, and you had to play only with players drafted, what situations would backing up WR work?
Examples:
Metcalf and Lockett, If either goes down the other is a must start.
Jefferson and Thielan, again if either goes down the other is a must start.
Copper, Cedee Lamb may be one too.
But these are “high priced” backups, so I’m looking for WR1 with cheap backups.
Example:
If Calvin Ridley goes down, is Russel Gage a must start?
If (when) Keenan Allen goes down, is Mike Williams a must start?
Are there any other must start elevated backup WRs?

I think in a situation like this, you're probably looking at the following sort of groups since you want to buy lower:
Tyreek Hill --> Mecole Hardman/Demarcus Robinson
DeAndre Hopkins --> Christian Kirk
D.J. Moore/Robby Anderson --> Terrace Marshall
Stefon Diggs --> Gabriel Davis
But honestly, most of those guys should be a late round flyer or just leave them on the waiver wire until someone gets hurt. WR is usually so deep and a guy will pop up out of nowhere at some point. WR depth isn't guaranteed the same number of reps or volume as a backup RB if the starter is hurt.

We genuinely don't know the answer here yet. I do think Gage would get a decent target share, but no one really knows how Arthur Smith is going to design everything yet.

You are better off just drafting high upside guys late then worrying about a handcuff. Wide receiver is so deep that you can typically always find decent replacements throughout the year. It isn’t like running back where depth and opportunity is limited and one injury can destroy your season.
