It’s arranged by draft pick positioning, and not rolled over from previous year.

I was around 5th a couple of days ago. I was 11th after the waivers reset and now I am still 11th. I cant tell you the last time I picked up someone off of waivers. The system will say in October, but that wasnt a waiver pickup. I accidentally dropped a player and asked a commissioner to add him back to my roster immediately. Not sure if you went back that far to correct the waivers or not...
I really don't care if it is just me that is off - no need in looking into it. Just bringing it up in case anyone else is still off
